The NZKGI Regulatory Reform Suggestions outline how a more streamlined, nationally consistent resource management system would unlock growth for the kiwifruit industry while still protecting the environment and communities. The paper highlights the complexity and duplication growers currently face across regional and district plans – particularly around water allocation, agrichemical rules, shelter structures, nutrient limits, and freshwater planning – and proposes targeted amendments to the RMA, NPS‑FM, NES‑Freshwater, and related frameworks. Key recommendations include recognising perennial horticultural crop survival water in legislation, aligning freshwater farm plans with industry assurance programmes, clarifying the intent and application of Te Mana o te Wai, and establishing a National Environmental Standard for fruit (or kiwifruit) to deliver consistency and reduce compliance costs. These changes aim to provide certainty for growers, support investment, and enable the industry to contribute to the Government’s goal of doubling exports
